Before his impressive senior season at Cal, Webb created buzz early in his career at Texas Tech as a future NFL prospect. Shortly after he arrived in Lubbock, fellow true freshman Baker Mayfield won the Texas Tech starting job in 2013, but due to injuries and inconsistency, Webb received plenty of opportunities, starting six games and throwing for 2,718 yards and 20 touchdowns. With Webb finishing the 2013 strong, including Bowl MVP honors, Mayfield decided to transfer to Oklahoma. Webb started the first eight games of 2014 and accounted for 25 scores before left multiple injuries kept him sidelined for the rest of the season, allowing true freshman Pat Mahomes to impress over the final four games. Kingsbury decided to stick with Mahomes entering the 2015 season and Webb spent his junior season as the back-up, attempting only 41 passes in five games. With his degree in-hand, Webb decided to transfer for his final season of eligibility and enrolled at Cal, replacing Jared Goff, the No. 1 overall pick in the 2016 NFL Draft. Webb set multiple passing records as a senior for the Bears and ranked second nationally (behind Mahomes) with 4,295 passing yards, also finishing with 43 total touchdowns (37 passing, six rushing) to earn All-Pac 12 Honorable Mention honors. He also won the game MVP award at the 2017 Senior Bowl. Despite Cal losing the top-six receivers from the 2015 season, Webb still managed to set several school passing records in the Bears' offense, almost matching what Goff did the previous season. Consistently productive over his career, Webb starred in similar spread, up-tempo schemes at Texas Tech and Cal, which simplified his reads and requires an adjustment period with what he will be asked to do in the NFL. Some of his mechanics and decision-making need revised by pro coaching, but Webb has the live arm and football acumen that NFL coaches will want to develop -- projects as a third-string NFL quarterback as a rookie who can secure a back-up role in year two and compete for starting reps down the road.

strengths

Tall, light-footed athlete with lean limbs, but workable body type. NFL arm strength and spins a pretty football without much effort. Quick, clean delivery motion. Beautiful touch on fades and bucket throws. Quick mental processor to make efficient whole field reads when he doesn't pre-determine his targets. Comfortable in the pocket, but also shows the athletic movements to slide and float away from pressure -- enough mobility to scramble for the sticks. Owns the make-up and leadership traits that coaches covet and was voted a team captain a few weeks after arriving at Cal. Son of a high school head coach and grew up with a playbook in his hands, learning concepts and situations. Lives in the film room and shows the necessary thirst for knowledge and effort. Set the Cal single season records for passing attempts (620) and completions (382) -- also tied Goff's record for total touchdowns in a season (43).

weaknesses

Lean body type with minimal body armor. Allows pressure to alter his process and disrupt his accuracy. Doesn't consistently reset his base once moved from his spot. Ball placement looks perfect on some passes and erratic on others. Needs to lead his receivers better instead of leaving them out to dry or making them work for the catch. Too willing to challenge heavy coverage, leading to frustrating decisions. Relies on his preordained reads and doesn't consistently anticipate defenders. High volume of throws within five yards of the line of scrimmage in the Cal offense and faces a steep learning curve digesting a pro-style offense.
